The Lincoln County Airport Board announced on Apr. 8 that it is requesting Statements of Qualifications and Experience from airport consultants for a series of planned improvements at the Libby, Eureka, and Troy airports.
The solicitation aims to find qualified firms to provide services such as planning, engineering design, contract administration, construction coordination, and inspections over a five-year period. These projects are intended to support local infrastructure and enhance transportation facilities for the community.
According to the announcement, proposed work at Libby Airport includes pavement maintenance, taxiway rehabilitation, AWOSIII PT installation, runway and taxiway electrical upgrades, as well as other items selected by the board. For Eureka Airport, planned projects involve pavement maintenance, updating the airport layout plan (ALP) and narrative report, taxi lane extension, revenue-generating hangar construction, runway and taxiway electrical upgrades. The Troy Airport is slated for a new asphalt runway surface and apron rehabilitation.
Interested consultants must submit detailed information about their firm’s legal name; staff qualifications; recent experience with similar projects; ability to meet timeframes and budgets; understanding of Federal Aviation Administration regulations; references; familiarity with Lincoln County airports; evidence of an Affirmative Action Program; and references. Six copies of the statement must be received by 5:00 p.m., Friday May 1st along with one digital copy sent via email.
The contract will be subject to federal requirements including Executive Order 11246 regarding affirmative action in employment practices as well as Department of Transportation regulations on disadvantaged business enterprise participation. The selection process may include interviews after review of written proposals at the next regular meeting scheduled for June 18th at the Lincoln County Court House.
